 आत्म कथा -भाग 13 

 आपको फिल्म दामिनी में सनी देओल (अब माननीय सांसद) का वह मशहूर डायलॉग तो याद ही होगा- तारीख पर तारीख...  तारीख पर तारीख... तारीख पर तारीख ...तारीख पर तारीख... मिलती रही है.. लेकिन इंसाफ नहीं मिला... इंसाफ नहीं मिला.. मिली है तो सिर्फ तारीख। उसी तर्ज पर यदि मैं कहूं तो मेरे लिए-- आदेश पर आदेश ...आदेश पर आदेश... आदेश पर आदेश... आदेश पर आदेश मिलता रहा है ...लेकिन इंसाफ नहीं मिला है... मिला है तो सिर्फ आदेश ।कभी जंगली जानवरों की सुरक्षा के नाम पर तो कभी जंगली पेड़ पौधों की सुरक्षा के नाम पर, कभी सैलानियों के सुविधा के नाम पर ,तो कभी अन्य कारणों से ।अलग-अलग समय पर अलग-अलग तरह के पदाधिकारी और उनके अलग-अलग आदेश ।किस आदेश का कितना अनुपालन हुआ ,इसका फीडबैक किसी के द्वारा नहीं लिया गया ।सिर्फ आदेश निकाल दिया गया। पहले रात्रि में सैलानी भ्रमण करते थे, लेकिन यह आदेश निकाल दिया गया कि सैलानी रात में भ्रमण नहीं करेंगे ।जंगली जानवरों से  फसल की सुरक्षा के लिए रात्रि प्रहरी आसपास के गांव के लोगों को बहाल किया जाता था लेकिन आदेश निकाल दिया गया कि हाथी से फसल सुरक्षा हेतु ड्यूटी करने के लिए लोग बहाल नहीं होंगे।सैलानी पहले दिन भर पार्क घूमते थे ,आदेश निकाला गया कि सुबह 10 बजे से दोपहर 2 बजे तक पार्क में एंट्री नहीं करेंगे।पार्क भ्रमण के लिए बस, ट्रक सहित अन्य बड़े वाहनों के प्रवेश पर रोक।बरसात के दिनों में पार्क भ्रमण पर रोक लगाने का आदेश। कभी पार्क में जगह जगह पर पक्की सड़क बनाने का आदेश। फिर कभी पक्की सड़क को उखाड़ने का आदेश।  फिर कच्ची सड़क बनाने का आदेश। कभी  ट्रेकर गार्ड बढ़ाने का आदेश।कभी ट्रैकर गार्ड को हटाने का आदेश ।कभी दैनिक वेतन भोगियों की संख्या बढ़ाने का आदेश।कभी घटाने का आदेश । जंगली जानवर को पार्क से बाहर निकलने पर रोक लगाने के लिए घेराबंदी करने का आदेश ।ट्रेंच और गड्ढे खुदाई का आदेश। जंगल में शिकारी के घुसते ही गोली मार देने का आदेश। जंगल में लकड़ी काटने वाले को पकड़ कर जेल भेजने का आदेश।समय पर फसल मुआवजे भुगतान का आदेश। एक बार में 10 से 12 गाड़ियों को पार्क में ले जाने का आदेश। पार्क में हथियार नहीं ले जाने का आदेश।अब हाथी की सवारी नहीं करने का आदेश।और न जाने कितने आदेश। नियम कानून का हवाला देते हुए वरीय अधिकारियों के द्वारा आदेश निर्गत किया गया। एक टेबल से दूसरे टेबल तक बढ़ाते हुए कनीय पदाधिकारी के टेबल तक पहुंचा ।और मेरे पार्क परिसर में नोटिस चिपका दिया गया। जितने भी आदेश निकाले गए उसका सीधा असर सैलानियों पर पड़ा। सैलानियों का बेतला के प्रति आकर्षण कम हो गया। उनकी संख्या घटने लगी।

Betla National Park

You may remember that famous dialogue of Sunny Deol (now Honorable MP) in the movie Damini - date on date… date on date… date on date… date on date… but  Justice is not available ... Justice is not available .. only date is found.  For me if I say on the same lines - order on order ... order on order ... order on order ... order on order has been getting ... but justice has not been received ... just got  Order. Sometimes in the name of protection of wild animals, sometimes in the name of protection of wild tree plants, sometimes in the name of convenience of tourists, sometimes for other reasons. Different kinds of officials and their different at different times.  Separate order. How the order was complied, feedback was not taken by anyone. Just the order was removed.  Earlier, the tourists used to visit at night, but the order was removed that the tourists would not visit at night. For the protection of the crop from wild animals, the night guard was restored to the people of the surrounding village but the order was removed that the elephant  People will not be reinstated to do duty for crop protection. Salani used to roam the park throughout the day, the order was taken that they would not enter the park from 10 am to 2 pm.  Prohibition on entry. Order to ban park excursion on rainy days.  Ever order to make a paved road from place to place in the park.  Order to uproot the paved road once again.  Then the order to build the raw road.  Sometimes the order to increase the trekker guard. Sometimes the order to remove the tracker guard. Sometimes the order to increase the number of daily wage earners. The order to decrease sometimes.  Order to lay siege to prevent wild animal from exiting the park. Trench and pit excavation order.  Order to shoot as soon as hunter enters the forest.  Order to send a woodcutter to jail after being caught in the forest. Order for timely compensation compensation.  Order to take 10 to 12 trains to the park at one time.  Orders not to carry weapons in the park. Now orders not to ride elephants. And not knowing how many orders.  The order was issued by the senior officials citing the rule of law.  Raising from one table to another reached the junior officer's table and the notice was pasted on my park premises.  All the orders that were taken out directly affected the tourists.  Tourists lost their attraction to Betla.  Their numbers started to decrease.
