आत्म कथा -भाग 24

कुत्ते खा गए नोच नोच कर हिरण का मांस

 शिकारियों के द्वारा हिरण का शिकार तो हो ही रहा था दूसरी और शिकारी कुत्तों का भी आतंक शुरू हो गया। चार या पांच की संख्या में कुत्ते पार्क के अंदर घुस जाते थे और घेर कर किसी हिरण को पकड़ लेते थे। कभी-कभी तो हिरण को दौड़ाकर पार्क से बाहर निकाल देते थे ।और उसके जिस्म के मांस को नोच नोच कर खा जाते थे। जब यह घटना बार-बार होने लगी तब विभाग के पदाधिकारियों की नींद खुली। कुत्तों की धरपकड़ के लिए अभियान चलाया गया। कुत्ता पकड़ो अभियान चला। कुत्ता पकड़ने वाले लोगों को इनाम दिया जाने लगा। कई कुत्तों को पकड़ा गया। दैनिक वेतन भोगियों को चेतावनी दी गई कि एक भी कुत्ता अगर जंगल एरिया में घूसता है उन्हें बर्खास्त कर दिया जाएगा। बावजूद इसके कुत्तों का आतंक जारी रहा। चकमा देकर कुत्ते जंगल में घुस जाते थे। और हिरण का शिकार कर लेते थे। कुत्तों के द्वारा हिरण मारने की खबर किसी को न मिले इसके लिए विभाग के द्वारा पूरी गोपनीयता बरती जाने लगी। कई बार तो बिना पंचनामा के ही हिरण को दफन कर दिया गया। मीडिया में खबर छपने के बाद वन विभाग के पदाधिकारी डंडे लेकर कुत्तों के पीछे भागते देखे गए। जब वन विभाग के आला अधिकारियों से पूछा जाता था कि आखिर कुत्ते के द्वारा इस तरह का घटना का अंजाम क्यों दिया जा रहा है ?विभाग अपने आप को असहाय क्यों महसूस कर रहा है?तो उनके द्वारा यह कहा जाता था जंगल के आसपास में पुलिस पिकेट हैं ।और पुलिस पिकेट के जवानों के द्वारा मांस को कुत्ते को खिलाया जाता है। इसलिए कुत्ते मांस के आदी हो गए हैं। कारण चाहे जो भी रहा हो मेरे आंगन में कुत्तों का कहर भी जारी हो गया था। इसी तरह से पार्क के रखरखाव में भारी लापरवाही बरती जा रही थी। जब हिंसक जानवरों का भय कम हो गया तब जंगल में गाय ,बैल, भैंस बकरी भी घुस जाने लगे। गांव के आसपास के मवेशी बड़े आराम से जंगल में घुस जाते थे। और चरने के बाद वापस लौट जाते थे। लोगों का भी आना-जाना शुरू हो गया।मेरे पार्क के अगल-बगल के जो गांव थे वहां के लोग साईकल से या पैदल पार्क के रास्ते से आना जाना शुरू कर दिया। उन्हें देखने वाला कोई नहीं था।  मुझे अपने आप को नेशनल पार्क कहलाने में भी शर्म महसूस होने लगा था...

Dogs ate scuffed deer meat

 Deer were already being hunted by hunters, and the hunter dogs also started to panic.  Four or five dogs entered the park and surrounded and caught a deer.  Sometimes the deer ran out of the park and used to scrape the flesh of his body and eat it.  When this incident started happening again and again, the officials of the department woke up.  A campaign was conducted for the dog's hunt.  Dog Catch Campaign.  The dog catchers started being rewarded.  Many dogs were caught.  Daily wage earners were warned that if a single dog bribed in the forest area they would be dismissed.  Despite this, the terror of its dogs continued.  Dogs used to dodge into the forest.  And used to hunt deer.  The department started exercising complete secrecy so that no one could get the news of deer being killed by dogs.  Many times the deer was buried without a panchnama.  After the news was published in the media, the Forest Department officials were seen running after the dogs with the poles.  When top officials of the forest department were asked why such an incident was being carried out by the dog? Why is the department feeling helpless? Then it was said by them that the police in the vicinity of the forest  There is picket. And the meat is fed to the dog by the police picket soldiers.  Therefore dogs have become addicted to meat.  Whatever the reason may have been, dogs in my courtyard had also caused havoc.  Similarly, there was heavy carelessness in the maintenance of the park.  When the fear of predatory animals decreased, then cows, bulls, buffalo goats started entering the forest.  The cattle around the village entered the forest very comfortably.  And used to return after grazing.  People also started coming and going. People from the villages next to my park started coming by bicycle or on foot via the park.  There was no one to see them.  I also felt ashamed to call myself a National Park…
